Jilted mistresses China's most important whistleblowers

Every so often you read a news article so revealing that it triggers this thought: I wonder if we'll look back on that story in five years and say, ?We should have seen this coming. That story was the warning sign.?

For me that article was a July 25 piece in the Washington Post about how jilted mistresses of corrupt Chinese government officials have become the country's most important whistle-blowers ? turning to the Internet to expose the antics of senior bureaucrats. The Post detailed the case of a 26-year-old named Ji Yingnan, who had been engaged to wed Fan Yue ? a deputy director at the State Administration of Archives ? until she discovered that he had been married with a son the entire time they were together.

To get her revenge, Ji ?has released hundreds of photos online that offer a rare window into the life of a Chinese central government official who ? despite his modest salary ? was apparently able to lavish his mistress? with no end of luxury items, the Post reported. The first time ?they went shopping, Ji said, the couple went to Prada and paid $10,000 for a skirt, a purse and a scarf. A month after they met, Fan rented an apartment for them that cost $1,500 a month and spent more than $16,000 on bedsheets, home appliances, an Apple desktop and a laptop, according to Ji. Then he bought her a silver Audi A5, priced in the United States at about $40,000, she said. ... 'He put cash into my purse every day,' said Ji in a letter to the Communist Party complaining about Fan's behavior.?

It gets better. The Post reported that ?a well-known Chinese blogger who has posted Ji's photos and videos on his website said he spoke with Fan last month. Fan told the blogger that he didn't spend as much money as Ji claims, saying it was less than $1.7 million but more than $500,000. 'This woman is not good. She is too greedy,' the blogger, Zhu Ruifeng, said Fan told him.?

It was less than $1.7 million. That's good to know. This guy is a senior bureaucrat in the state archives. What sort of illicit activity was he up to in the file rooms to earn that kind of cash? Every government has corruption, including ours. But China's is industrial strength. My colleague David Barbosa last year exposed how then Prime Minister Wen Jiabao's mother, son, daughter, younger brother, wife and brother-in-law had collectively amassed $2.7 billion in assets. But when you see how much money a deputy archives director was able to amass ? and how brazenly he spent it ? you start to wonder and worry.

When I visited China in September, I wrote that I heard a new meme from Chinese businesspeople whom I met: ?Make your money and get out.? More than ever, I heard a lack of confidence in the Chinese economic model. We should hope that China can make a stable transition from one-party Communism to a more consensual, multiparty system ? and a stable diversification of its low-wage, high-export, state-led command economy ? the way South Korea, Taiwan, Indonesia and Singapore have done. Its huge savings will help.

The world can ill afford a chaotic transition in China. With the United States stuck in slow growth, Europe mired in stagnation and the Arab world imploding, China has been a vital economic engine for the global economy. If China's sagging growth and employment rates meet rising discontent with corruption by officials ? trying to get their own while the getting is still good ? we will not have a stable transition in China. And if one-sixth of humanity starts going through an unstable and uncertain political/economic transition, it will shake the world.

It would be great if Chinese reporters, bloggers, citizens groups and, yes, Internet-empowered mistresses could expose corruption in ways that help make that transition both necessary and possible. But these virtuous civil society actors will succeed only if they find allies in the Communist Party who understand the risk to stability, and to their party's future, posed by runaway corruption.

The Ji and Fan story is very entertaining. But if it is just the tip of an iceberg of corruption that destabilizes China, it won't be a laughing matter. How Chinese officials behave or misbehave not only will affect us ? from the value of our currency to the level of our interest rates to the quality of the air we breathe ? it might be the biggest thing that affects us outside of our own government.

Beach House Diaries: Fun ... and Board Games - AOL Travel Ideas

parcheesi game Beach housers know board games are more than a rainy-day diversion or after-dark boredom buster. Unlike, say, the Kennedys' Cape Cod-style football matches, they allow us to indulge our competitive spirit without risking bodily harm. Plus they induce waves of nostalgia because playing is such a traditional pastime. (Some of my own best memories are rooted in checker tournaments with an adored grandfather who always let me beat him.) Above all, board games create the perfect opportunity for family bonding. With that said, playing them at our place is a dicey proposition.

Occasionally it's the games themselves that pose a problem. Risk, for example, is too time consuming; Snakes and Ladders too luck dependent; and Mouse Trap unnecessarily complicated (especially when key pieces are lost). Since our beach house collection qualifies as vintage, other games are outdated. Take Trivial Pursuit: we have the "Genus Edition," circa 1982, which means we must revert to a time-warped world where Italians buy things with lira and Czechoslovakia is still a country.

More often than not, however, the problem lies with my foursome. While I do buy into the whole "folks who play together stay together" philosophy, I'm also aware that family game sessions are frequently accompanied by a familiar refrain: "Mooom, I wanna go first." "Mooom, he took my purple piece." "Mooom, she cheated." "Can somebody get a damn timer?!" On Pictou Island, this common irritant is compounded by individual quirks that have made former favorites un-playable.

Monopoly was the first to be crossed off the list due to my son's megalomaniacal approach. He would amass color-coded property cards like a pint-sized Donald Trump on amphetamines, showing no mercy in the process. On his way to yet another win, his concentration never wavered. Nor did his conscience: indeed, I imagined him gleefully bankrupting widows, evicting orphans, and erecting hotels in ecologically-sensitive areas (a scary prospect considering he genuinely intends to be a real estate developer!). Clue was the next game to be retired, and the blame for that goes to my daughter.

As a little girl she liked to play it by her own rules -- then she began playing it by herself. Spending hours alone in the loft, she developed a variation called Clue Murder Chase. I'm not sure exactly what was involved, yet I suspect Miss Scarlet was repeatedly thwacking Colonel Mustard with a wrench while waving a candlestick and a revolver. Encouraging this game might have led her to become another Agatha Christie. Then again, it might have landed her in prison, in which case even her brother's stockpiled "Get Out of Jail Free" cards would prove useless.

Life is off the table as well, thanks to my husband. One reason is that it simply wasn't designed for grown men; his fingers weren't nimble enough to properly slot all the pink and blue pegs that represent people into those tiny plastic cars. His fumbling efforts messed up the board, annoying the rest of us. The bigger issue was that, as hubby took his turns, I worried he was having a mid-life crisis. You see, the choices he made in the game of Life ran completely contrary to the path he has actually taken. The fact that he invariably assumed the role of Enrique the Hairdresser didn't help.

My kryptonite is Scrabble. Having been an English professor and now being a writer, I consider myself a "word person." My family would say "show off." Worse still they thought I was a vocabulary snob, when I was really just a purist. Although game manufacturer Hasbro does condone slang use, I still refused to accept "RV," "OK" and "TV," leaving my opponents PO'ed. I, in turn, got frustrated by the realization that players weaned in an age of spellcheckers seemed unable to correctly string letters together without one. ("Mom, is ankshuss a word?" No. But you thinking it might be causes me great anxiety.)

Hmmm... on second thought, maybe touch football is a safer alternative after all.

Myers and Ford Autoworld break ground on new dealerships

ANDERSON, Ind. ? Myers and Ford Autoworld executives and city officials Tuesday turned the first shovelfuls of dirt for a redevelopment project that will transform an abandoned industrial brownfield into a sleek, new automotive superstore by next year.

The new dealership buildings will occupy about 48,000 square feet of space on the former General Motors Plant 11 site at South Scatterfield Road and 32nd Street, but the total project footprint when complete next year will be about 250,000 square feet.

Autoworld President Mary Jamerson expects to invest $7.5 million in the new dealerships and eventually create up to 30 new jobs.

Flanked by key members of her Myers Autoworld and Ford Autoworld dealerships staff, Jamerson said she is thrilled to be part of a rebirth of a part of Anderson that has struggled since the departure of General Motors.

?It?s a milestone for our company and a milestone for our community that we can bring this once-prosperous land back to prosperity again for our community. We?re excited,? Jamerson said. ?I can promise you that no building in the world will be built with more loving hands than these.?

Mayor Kevin Smith said Jamerson?s decision to relocate her dealerships on industrial brownfield land actually marks the reuse of more than 200 acres that represent prime land for development on ?one of the highest traffic count roads that we have in the city.?

Jamerson?s decision to build on the former GM factory site activates the state?s last-granted CRED ? Community Revitalization Enhancement District ? zone, which has gone unused for nearly 8 years.

In a CRED district, the city can collect any sales tax that would normally go to the state ? up to a maximum annual amount of $750,000 ? and use that money to build infrastructure within the district, making it more attractive to other developers.

That?s one of the things that will occur as Jamerson?s new dealerships begin to take shape.

Anderson will invest approximately $1.5 million in improvements on Scatterfield Road, including at least three commercial access points; and will also invest $1 million to relocate electric and other utilities, said Greg Winkler, interim economic development director.

?What this project that Mary Jamerson has brought to the city allows us, as a group of citizens, to capture revenues that we would not have had otherwise,? Smith said. ?Mary Jamerson and her team are at the forefront of that.?

Jamerson said she hopes to have the dealerships under roof by winter, and open sometime early next year.

After that, the company plans to donate one of its current buildings on North Broadway to Ivy Tech Community College, which plans to use the location for its automotive training facility.

Top Colorado GOP donors urge congressmen to support immigration reform

WASHINGTON ? A who's who of top Republican donors in Colorado sent a letter Tuesday beseeching Colorado's GOP delegation to embrace comprehensive immigration reform and provide a path to legal status for the 11 million undocumented immigrants living in the United States.

The seven donors have collectively contributed hundreds of thousands of dollars to both the Republican party and to Colorado's four House Republicans' re-election efforts in the past two years.

"Doing nothing is de facto amnesty," the letter said. "We need to take control of whom we let in our country and we need to make sure everybody plays by the same rules."

Among those who signed the letter were NexGen Resources CEO Charlie McNeil, who between 2011 and 2013 contributed $107,000 to various candidates and the party, M.D.C. Holdings CEO Larry Mizel, who contributed $212,000 between 2011 and 2013, and Marilyn Ware, former ambassador to Finland and former chair of American Water Works, who donated $167,000 between 2011 and 2013 to Republican candidates and the party.

"It's something I've believed in for a very long time. We definitely are motivated to get the message to the congressional delegation," said Laramie Energy II CEO Bruce Payne, who has donated $26,000 from 2011 to 2013 to Republicans and the party. "I just believe these are the exact kind of citizens we want here. They came here at extreme risk to themselves to improve their lives, and that's the American dream."

The letter says "doing nothing" is "not the path for the Republican party."

"Immigrants are often entrepreneurial, family-minded and guided by faith. These are Republican values," the letter says. "These are Colorado values."

The donor letter does not mention the Senate immigration bill that passed with a bipartisan majority in June and gives a 13-year path to citizenship for the 11 million undocumented immigrants living in the United States.

That measure faces no real future in the GOP-controlled House, and leaders say they may take a piecemeal approach to solving the problem.

Colorado's four Republicans have varying ? and even changing ? beliefs on immigration reform.

Rep. Mike Coffman, R-Aurora, told a group of immigrant rights advocates gathered at a Catholic church Sunday he supported an earned pathway to citizenship for the 11 million undocumented people.

Rep. Cory Gardner, R-Yuma, said he supports proposals that strengthen border security and enforcement first. He said he supports a strong guest worker program in areas such as agriculture and construction.

"After that ? and only after that ? can we begin to look at next steps for those who are here without documentation," Gardner said.

Rep. Scott Tipton, R-Cortez, was mum Tuesday about whether he believes in a pathway to legal status for anyone.

"The House is currently in the process of putting forward an immigration reform plan of its own, and as we progress, I believe both parties need to work together with the goal of achieving a solution," he said.

Rep. Doug Lamborn, R-Colorado Springs, did not respond to the letter Tuesday.

The theory behind the Six Degrees of Separation is that all
people on earth can be connected together in as little as six
steps.

The concept was made fun in the 1990's, with the creation of The
Six Degrees of Kevin Bacon (oracleofbacon.org) - which is a
website that documents how nearly all actors in Hollywood can be
connected to Kevin Bacon through no more than six people. I
played with the site earlier today and the Hollywood actors and
actresses I tested all connected to Kevin Bacon in only two
steps... That was interesting. Even Lucille Ball connected to
Kevin Bacon in only two steps.

Now, I know what you might be thinking at this juncture... That
sounds fun and interesting, but what does that have to do with
Internet Marketing?

Great question.

Undertakers and Wedding Planners know something that most people
do not realize. With a few exceptions like Michael Jackson and
Billy Mayes, most people will only have up to 300 people attend
their wake or wedding. As a result, the average undertaker and
wedding planner will only bring 300 chairs to the festivities.

That's neat... But what does this have to do with Internet
Marketing?

Great question. ;-)

If you really have 300 friends and you can tell them about your
business, and your 300 friends share your business message with
their 300 friends, then in very short order, you will have
communicated your business' sales message to 90,000 people!

If only your friends, friends would tell their friends about your
business, then your message will have reached 27 million people!

At this point, your friends' friends' friends would only need
to tell 222 of their own friends about your business, in order to
have every person on this planet know your name and what your
business could do for them.

But, what does this have to do with Internet Marketing ?!?

Great question.

The good news about your business begins with you. You must tell
people about your business with energy and gusto. If you
advertise your business with energy and enthusiasm, then your
friends may be willing and able to share your message with their
friends, and on and on...

But if you keep your mouth shut around your friends... You will
never be able to reap the benefits of the Six Degrees of
Separation!

Getting people to talk about your business always begins with
your own enthusiasm for your business - enthusiasm about how you
can help others achieve their goals and solve their problems.

If you are embarrassed to tell your friends about your business,
then there must be something wrong! If you are embarrassed, why
are you in that business?

Bring enthusiasm to your advertising, and show people how you can
help them to achieve their goals and solve their problems. In
doing so, you will attract people to your business by the
boatload.

My primary website has +20,000 unique visitors come to it each
and every month. The average person reads 8 pages when they land
on my website.

My website does as it should. It shows people how I can help them
achieve their goals and to help them solve their problems.
Because of this fact, my website continues to grow on its own,
even in months where I don't have the time to continue build on
my advertising momentum.

Although my advertising has been successful and my enthusiasm
remains palpable, I can assure you of one more thing... I could
not have done it without my friends...

About one year ago, we conducted an internal audit of my
business. What I learned is that after Google search engine
traffic, my second highest source of regular, monthly traffic was
a large number of my online friends/acquaintances who were
recommending my business to their friends and acquaintances!

Dozens of my online friends are sharing the story of my business
with all of their online friends. A few dozen might seem to be a
low number, but to be honest, not all of my friends are into
online marketing. The majority of my friends do not realize the
freedom offered to me by my business... Sure they know that I
haven't held an outside job in four years, but they don't quite
understand how I do it or why I do it.

To this day, I have one friend who calls me once a week to tell
me about the job openings he has discovered in the course of his
week... For the first year or so, I told him every time that I
was happy doing what I am doing and I would not be applying for
those jobs. These days, I just thank him for sharing the
information with me. ;-)

I have been operating an online business since 2001. Before 2001,
I thought I was operating an online business, but the IRS says
that if you don't make money with your business, it is a hobby.
I hobbied for a number of years, then I wrapped my head around
how to successfully advertise my business. For the first four
years of my business, I worked a 60-hour per week job, then I
went home and worked my business until I collapsed from
exhaustion.

Then in March 2005, my online income had topped my offline income
for more than twelve months, so I took the dive and quit my job.
I have never looked back.

If you can bring yourself to wrap your head around how to
successfully advertise your business online, then you could very
well join me and my online marketing friends, associates and
customers as full-time online business owners.

Getting the word out about your business is the first step, and
whether you know it or not, your friends can help you, but only
when you are willing to help yourself by displaying a very real
confidence and belief in your business and your products and
services.

Facebook launches mobile games publishing pilot program

Facebook, having finally created momentum with is mobile advertising initiative is plumbing another source of mobile revenue: Gaming.

The strategy essentially expands the model under which Facebook gets revenue from third-party app advertisements. When a user clicks on an advertisement for an app, Facebook gets a share of that "in-app" revenue.

By offering game developers a distribution platform in exchange for a cut of their revenue up front, Facebook has found a side door into the in-app revenue stream.

The social networking giant said on its developers' blog that it had launched a mobile games pilot program at the Casual Connect conference in San Francisco today. TechCrunch reported the news earlier today.

Facebook said the platform is "a new pilot program to help small and medium-sized developers take their mobile games global." Facebook offers new developers an launching pad for their games and a captive audience of nearly 800 million monthly users (260 million of which play games on the site).

Facebook has already had roughly 10 developers sign onto the platform, according to TechCrunch. These include educational games maker Brainbow, Kiwi and Space Ape.

Cancer agency criticism switches to Greg Abbott

Recent controversies at CPRIT may come back to haunt Attorney General Greg Abbott as he runs for governor.

Texas Attorney General Greg Abbott's oversight ? or lack thereof, as some are saying ? of the state's cancer agency has come into question now that he is running for governor.

Abbott has served on the governing board of the Cancer Prevention and Research Institute of Texas, the state's $3 billion cancer agency, for four years and appointed a deputy to attend meetings for him. The appointee missed about a third of CPRIT's Oversight Committee meetings, the Houston Chronicle reports.

While criticism of Abbott's role with CPRIT is new, the agency has gone through a controversial year. Governing officials at CPRIT were blasted late last year after it was revealed an $11 million grant was awarded to Dallas-based Peloton Therapeutics Inc. without going through proper review channels.

As a result, a moratorium was placed on CPRIT grants in December, bringing the agency to a standstill. An investigation by Abbott's office subsequently followed. Only recently was the agency allowed to fulfill 25 researcher recruitment grants worth about $72 million.

Critics question Abbott's ability to objectively investigate the agency after it was discovered serious issues needed to be addressed when it was his office that oversaw CPRIT to begin with, the Chronicle reports.

Meanwhile, recent leadership changes could bolster public trust in the institute.

Kristen Beauregard, 44, was stung about 200 times, and her boyfriend about 50 times, the Fort Worth Star-Telegram reported Saturday. But the?horses, Chip and Trump, could not be saved.

"They were chasing us down, they were following us," Beauregard said of the incident Wednesday evening. "We swept up piles and piles of them ... it was like a bad movie."

The?bees?are being tested to see whether they are Africanized or "killer"?bees. It is unclear what prompted them to leave the hive.

Beauregard was exercising Trump, a Shetland pony, when he started to jump and kick, she said. That is when a cloud of?bees?started stinging them all over. Trying to escape, she jumped in the pool and the?horsefollowed.

"It got all dark, like it was nighttime there were so many?bees," she told the newspaper. "We were trying to stand up in the water but every time we stuck our heads out for air, they would cover us and start stinging us. We were trying to breathe and they were stinging us in the face and in the nose."

She escaped to the house, and her boyfriend called the emergency dispatcher.?Bees?chased her, crashing into the windows of the house. Trump ran through the yard, rubbing against bushes in an attempt to wipe off thebees.

Firefighters arrived with special gear and a foam substance was used to clear the?bees. They were able to drag the?horses?to a pasture where police and paramedics tried to treat them.

Chip, a 6-year-old show?horse, died before a veterinarian arrived. Trump was sedated and taken to equine veterinarian Patricia Tersteeg's clinic.

"He was so overwhelmed by bites that his body could not handle it," Tersteeg said. "That's way too much for any 250-pound (113-kilogram) mammal to survive."

The?bees?also?killed?five hens, and stung the couple's dog.

Time well-spent: trading vs. investing | Abnormal Returns

Josh Brown at the Reformed Broker has a thought-provoking post up asking how investors should think about how they use their time. Josh writes:

If you had twenty five years left to live, how much time would you spend worrying about the daily ups and downs of the stock market?

If you had twenty years left to live, how much time would you spend trying to time the stock markets and the economy and other things that are both unpredictable and completely out of your control?

If you had fifteen years left to live, how much time would you spend trying to buy or sell a specific stock at the perfect price?

Josh goes on but the point is clear. We investors spend a great deal of time worrying about thing that ultimately don?t really matter. In my book where I note the fact that vast majority investors really don?t have the time (or inclination) to get into the nitty gritty details of investing. By extension most investors should follow a strategy involving a low cost, broadly diversified portfolio strategy that leaves more time for other life endeavors. I wrote in the last paragraph from my book, Abnormal Returns: Winning Strategies from the Frontlines of the Investment Blogosphere:

A humble approach to the markets is an essential step in bringing our investing lives into balance, because for most of us investing isn?t really what matters. Our investments are there to serve our goals, not the other way around. What matters are the opportunities that those investments ultimately provide us to live richer, more fulfilling lives.

This is in direct contrast with how many traders view the world. Brian Lund in a recent post writes at-length about why traders of all kinds take such an interest in trading and the markets. Brian writes:

On the surface we convince ourselves that we trade for a number of reasons; to gain wealth, for the challenge, or for the freedom it brings, and though all these things may factor in to some extent, there are certainly other activities we could have chosen to pursue that would fit the bill. ?But in fact, the real reason we trade is to experience that more concentrated, more intense, micro version of the larger quest for the meaning of life. ?Or to put it another way, if everyday living is the coffee of life, then trading is the double espresso.

From the perspective of how we spend our time, whether it be trading or? investing, is an important one. Some of the biggest errors we make is when we confuse one approach for the other. In the end One thing we all have in common is that we have a limited amount of time. The question is how are you going to best spend it?

Iran nominee seen as olive branch to United States

DUBAI/PARIS (Reuters) - If Iranian President-elect Hassan Rouhani wanted to signal his determination to rebuild relations with the United States and strike a "grand bargain," he could hardly do better than pick Mohammad Javad Zarif as his foreign minister.

Iranian news agencies reported on Monday that Zarif, a former ambassador to the United Nations and Tehran's leading connoisseur of the U.S. political elite, is set to be in the cabinet Rouhani will announce after taking office on Sunday. A source close to Rouhani confirmed Zarif will be nominated as foreign minister.

A fluent English speaker who earned his doctorate at the University of Denver, Zarif has been at the center of several secret negotiations to try to overcome 35 years of estrangement between Washington and Tehran, diplomats said.

Those talks failed because of deep mistrust on a range of disputes from Iran's secretive nuclear program and support for anti-Israeli militants to U.S. sanctions and hopes of engineering "regime change" in Tehran.

Zarif's elevation, however, suggests the moderate new president is keen to make another try at breaking the deadlock.

"He was always trying to do what was possible to improve relations in a very intelligent, open and clear way," said a senior Western diplomat who had repeated dealings with Zarif.

"This is someone who knows the United States very well and with all the frustrations of the past is still someone they know in Washington," he said.

The usual caveats about Iran apply: under the Islamic Republic's complex institutional set-up, Supreme Leader Ayatollah Ali Khamenei calls the shots in foreign and security policy and controls the nuclear program, which Western powers say is aimed at developing atomic weapons.

The foreign minister ranks roughly fourth in the foreign policy pecking order, after Khamenei, the head of the National Security Council, who also serves as Iran's chief nuclear negotiator, and the president.

Nevertheless, assuming he is confirmed by Iran's prickly, conservative-dominated parliament, Zarif's appointment would be a strong gesture of positive intent towards the United States.

The two countries have had no official ties since 1980 after Iranian students occupied the U.S. embassy in Tehran, taking 52 diplomats hostage in protest against Washington's admission of the former Shah after he was toppled by the Islamic revolution.

Zarif's Washington contact book includes Vice President Joe Biden, Secretary of Defense Chuck Hagel and a who's who of U.S. national security officials on both sides of the aisle.

The soft-spoken career diplomat resigned from the nuclear negotiating team after hardline President Mahmoud Ahmadinejad was elected in 2005.

In 2007, he returned from New York after five years as Iran's permanent representative to the United Nations and found himself out of favor as his country turned its back on the notion of seeking better ties with the West and Ahmadinejad sidelined English-speaking diplomats.

Since then, Zarif has been in a holding pattern, nominally senior adviser to the foreign minister from 2007 to 2010, then from 2011 international director of Islamic Azad University, a network of educational institutions established by ex-president Akbar Hashemi Rafsanjani, his political patron.

Rafsanjani, who is also Rouhani's mentor, has long favored a pragmatic rapprochement with the United States, but Khamenei has stamped on all such efforts since he succeeded the founder of the Islamic Republic, Ayatollah Ruhollah Khomeini, in 1989.

Dennis Ross, a veteran U.S. diplomat who served as President Barack Obama's top Middle East adviser until 2011, said Zarif had shown a willingness to negotiate in good faith and his appointment would be seen in Washington and Europe as an indication that Rouhani wants to "do business" with the West.

But he cautioned that the question remained whether this would translate into an easing of Tehran's resistance to curbing its nuclear drive. "Zarif is not someone who does favors for the United States," Ross said. "He fits the category of a sign or signal until you see Iran actually doing something."

Brent Scowcroft, national security adviser to President George H.W. Bush, described Zarif as "reasonable" but said much would depend on how much leeway he is given.

Western diplomats said Zarif was a central negotiator in the last major effort to negotiate a "grand bargain" between Tehran and Washington that began after the September 11, 2001, attacks on the United States and foundered in mid-2003.

U.S. newspapers published in 2007 the bare text of a draft agreement, put together in secret talks in Paris, Geneva and New York, that would have established negotiations between the two countries on all outstanding issues.

While the draft fell short of an agreement on substance, it noted both sides' expectations on issues such as assurances that Iran's nuclear program has no military capability, and assurances that the United States would act against anti-government People's Mujahideen activists based in Iraq.

"The texts are authentic," said a Western diplomat who was involved in the back-channel talks, confirming that Khamenei had given the green light for negotiations to go ahead.

HOSTAGE NEGOTIATOR

Years earlier, as a junior diplomat Zarif was involved in negotiations to win the release of U.S. hostages held by pro-Iranian gunmen in Lebanon, according to the memoirs of former U.N. envoy Giandomenico Picco. Even though the United States did not make a promised reciprocal goodwill gesture at the time, Zarif remained committed to improving ties.

In Washington, Trita Parsi, president of the pro-dialogue National Iranian American Council, said Zarif has been involved in multiple U.S.-Iranian negotiations, including talks on Afghanistan after the U.S.-led 2001 invasion, and Tehran's 2003 proposal for a "grand bargain" with the United States.

"Based on my interviews with him, (Zarif) was involved in the drafting of it," Parsi said of that offer of a comprehensive new start, which then President George W. Bush's administration spurned.

Veteran U.S. diplomat James Dobbins, the U.S. point man at a 2001 Bonn conference that formed a new Afghan government after the overthrow of the Taliban, credited Zarif with a pivotal, positive role in the diplomacy - and with a sense of humor.

Dobbins - now the State Department's special envoy for Afghanistan and Pakistan - recalled in 2007 testimony to the U.S. Congress how Zarif, then a deputy foreign minister, persuaded the anti-Taliban Northern Alliance to drop its demand for control of an outsize proportion of Afghan ministries.

The Northern Alliance delegate "remained obdurate. Finally, Zarif took him aside and whispered to him for a few moments, following which the Northern Alliance envoy returned to the table and said: ?Okay, I agree. The other factions can have two more ministries. And we can create three more, which they can also have.' We had a deal," Dobbins recalled.

"Zarif had achieved the final breakthrough without which the (Hamid) Karzai government might never have been formed."

BP's spill compensation payouts leap in second-quarter

LONDON (Reuters) - BP Plc's $20 billion Gulf of Mexico oil spill compensation fund has almost run out after provision for costs so far leaped by $1.4 billion in the second quarter.

The British oil company has just $300 million left in the fund, and the deadline to file a business economic loss claim among Gulf coast businesses - which make up the bulk of claims -is not until April next year.

BP has said claims beyond what the fund can pay will be taken straight off future profits.

BP revealed the extra cost in its second quarter results, which missed forecasts due to the lagging effect of tax in Russia, where the price of Urals crude was weaker and due to the tax effects of a stronger dollar on a basket of currencies.

Adjusted net profit coming in at $2.712 billion compared with expectations of $3.410 billion and $3.6 billion a year ago.

Of the extra $1.4 billion of spill costs - which come on top of a $500 million cost in the first half - some $900 million is for extra claims, while about $500 million is for the administration costs of the claims administrator.

BP is locked in a legal battle over the compensation payouts with the administrator Patrick Juneau. It says Juneau is paying out "fictitious" claims due to a misinterpretation of the settlement.

BP also faces a resumption of its trial on civil charges in September. It increased its giant overall provision for the spill to $42.4 billion from $42.2 billion.

North India bears humid weather

At least nine persons were killed in rain-related incidents in North and Central India while Uttar Pradesh, Punjab and Haryana reeled under humid conditions.


Six people, including four women, were killed last night when a house collapsed in Dewas district of Madhya Pradesh.

Another three persons were killed in UP.


Hot and humid weather persisted in the national capital as the mercury remained two degrees above the normal level.

The day temperature settled at 36.0 degree Celsius which was two notches above normal, while the minimum temperature was recorded at 27.0 deg C, normal for this part of the year.

The humidity level oscillated between 56 and 95 per cent.

In UP, three persons, including two children, were killed in rain-related incidents during the last 24 hours.

Two children were killed and as many injured when a wall collapsed due to heavy rainfall in Hardoi district, official sources said here.

According to the report from Relief Commissioner Office, one person was killed in Barabanki district.

Major rivers in the state continued to pose threat in several areas.


Ganga, Sharda, Ghaghra and Rapti rivers continued to flow above the danger mark at some places, according to Central Water Commission.

The Ganga river continued to flow close to the danger mark from Fatehgarh to Dalmau in Rae Bareli and was flowing above the red mark at Ballia.

In Punjab and Haryana, maximum temperatures hovered a few notches above normal today with high humidity levels prevailing across the two states.

Chandigarh recorded a high of 35.2 deg C, two notches above normal, according to the Meteorological department.

Hisar was the hottest place in the region recording a high of 37.5 deg C, one degree above normal.

In Rajasthan, the sole hilly tracts of Mount Abu got 6.6 cms of rainfall today.

Ajmer recorded 3.4 cm rains, Barmer 2.4 cm, Jodhpur 2 cm, Kota 1.6 cm.

Investigators probe Ind. bus crash that killed 3

INDIANAPOLIS (AP) ? A bus carrying teenagers from a youth camp in northern Michigan was just minutes from home when it came speeding off an Indianapolis interstate, struck a retaining wall and flipped on its side.

The accident Saturday afternoon killed three people and injured dozens of others. Now investigators are working to determined what caused the accident that happened after a 365-mile journey and just a mile from the Colonial Hills Baptist Church where the bus was headed.

At the church, parents were waiting to pick up their children after a weeklong camp filled with prayer, zip lines and basketball when a bus carrying younger campers pulled in with passengers screaming.

Jeff Leffew, 44, of Fishers, had sent four daughters to Camp CoBeAc, near Prudenville, Mich. Just one of his girls was on the bus that pulled into the parking lot, and he raced to the crash site in northern Indianapolis. What he found was a surreal scene, with clothing and other items strewn about and windows missing from the bus.

"You're just praying that it's not as bad as it looks," said Leffew, a deacon at the church.

Leffew's daughters escaped with just bumps and bruises, but others weren't as fortunate. Indianapolis fire officials said a husband and wife were dead at the scene, along with a third person whose age they didn't describe. Twenty-six other people were taken to area hospitals, including at least one teenager in critical condition.

Indianapolis Public Safety Director Troy Riggs called the crash a "great tragedy."

"They were not that far from home. ... That only adds to the tragedy," Riggs said at the crash scene.

He said there was no indication that the driver had a medical emergency.

WTHR-TV reported the bus driver told witnesses his brakes failed. Indianapolis Fire Department Lt. Ato McTush said investigators had not determined whether the church-owned bus had mechanical issues.

Witnesses to the crash described a horrifying scene.

Duane Lloyd told WTHR that he heard a loud noise behind him as he was traveling near the intersection and saw the crash around 4:15 p.m. ? about the time youth pastor Chad Phelps had tweeted the group expected to arrive at the church.

"I heard a skid. I looked back. I see this bus in the air and people falling out of the bus," Lloyd said. "I could have gone my whole life without seeing that."

He said people approached and tried to help.

"People were literally trying to lift the bus," Lloyd said. "You just try to do what you can do."

Sasha Sample, 28, told The Indianapolis Star some victims were lying in the road, while others were able to limp to the side.

"Everybody had boils and scrapes on them," she said. "People were trying to climb from under the bus."

Sample, a nurse, said she borrowed a belt to make a tourniquet for the bus driver's arm but wasn't able to help the man next to him, who was already dead.

"I couldn't do anything for him," Sample said. "So you triage. You help those you can."

Fire officials said 37 people were on the bus and that the injured included children and adults.

Nine teenagers were taken to IU Health Methodist Hospital, including one in critical condition. Three of those were treated and released, hospital spokeswoman Sally Winter said. She said 10 others, including nine teenagers and a toddler, were taken to Riley Hospital for Children. Seven of those teenagers were treated and released, Winter said.

Many of the patients had head, arm and leg injuries, fire officials said.

Families of the bus passengers gathered at the church Saturday evening to comfort each other and pray.

Mayor Greg Ballard described many as "remarkably positive" despite their sorrow but said there will be difficult days ahead.

"Some of the teenagers are hurting pretty bad and you can see that in their faces," he said.

Leffew agreed, saying his daughters and other teens on the bus "saw some difficult things" that they'd never had to experience before.

"Their biggest pain is what they saw," he said.

Bob Taylor, who retired as the church's pastor four years ago, said members of the congregation would come together Sunday and take comfort in their faith.

"Our church family will meet tomorrow and pray together and sing songs together and just trust the lord to give his grace," he said.

Samsung may have heard some of the rumblings about the Samsung Galaxy S 4 being just an incremental step from the Galaxy S III based on news leaking out about some new devices in the pipeline. The one item that seems to be closest to reality is a new Samsung item with model number SM-V700, otherwise known as the Galaxy Watch, which is scheduled to be revealed at IFA 2013. Unfortunately, few details are available about the device, including whether it will be a standalone Android device or whether it has to be mated to another Android device. Meanwhile, industry watcher and leaker @evleaks is reporting a couple high-end tablets are on the way from Samsung. Headlining the specs are displays running at 2560?1600 in both a 12.2-inch and 10-inch form factor. The 12.2-inch version, model number SM-P900, will supposedly be powered by a new Exynos 5 Octa processor, possibly the recently announced Exynos 5420 . @evleaks indicates this device will come with an S Pen, which could make it part of the Galaxy Note series of devices. Meanwhile, the SM-P600 will be the 10-inch version powered by a Snapdragon 800 processor. (CNN) ? A bus trip back to an Indianapolis church ended in tragedy Saturday afternoon with bloodied bodies, luggage strewn everywhere and three dead, in addition to 17 injured, after the vehicle flipped over.

The smashed bus teetered on a concrete barrier ? with a young woman?s leg pinned between them, according to witnesses ? as passengers spilled outside in various states of disarray and despair.

?I saw bodies everywhere, kids in shock and disbelief,? said John Murphy, who?d stopped along the northern Indianapolis road. ?? There was a lot of blood. There was an awful lot of blood.?

Indianapolis police spokesman Michael Hewitt said, in addition to the three dead, two seriously injured were helicoptered from the crash scene, eight others were driven to local hospitals and nine others were treated and released on-site.

The bus ? which was carrying about 40 passengers ? is believed to be the only vehicle involved in the crash, according to Hewitt.

Having left from a camp in Michigan, the teens on-board were less than a mile from their Baptist church in Indianapolis when their bus crashed, Mayor Greg Ballard said.

?Please pray for all involved,? the Indianapolis Fire Department tweeted.

Rose Vorenkamp was driving with Murphy, her fianc?e, when she spotted the rolled-over bus and saw ?people running? to help. Having been trained through her job in first aid and CPR, she moved closer and saw what she described as a girl trapped under the bus, bloodied passengers with head injuries and at least one person with a dislocated shoulder.

The fire department noted that four passers-by arrived first to help those affected by the accident, including one who helped pull the driver from the bus. It wasn?t clear whether Borenkamp was one of those, though Murphy said an off-duty nurse and an EMT were among those at the scene before fire trucks and ambulances arrived.

?What we saw was everybody pulled off to the side of the road, trying to help,? Murphy said. ?They weren?t gawking. There were a lot of people ? in tears.?

Those helping eventually were met soon by firefighters and crews from 12 ambulances and four helicopters.

Video from around 5:30 p.m. showed the bus on its side and on a road barrier while first responders massed nearby.

By then, traffic in the area had been shut down and all the casualties had been sent to local hospitals. Family members subsequently gathered at the church, Colonial Hills Baptist, where the bus had been heading.

The scene there was ?remarkably positive, very sad, but at the same time very together,? said Ballard.

?Some of the teenagers are hurting very badly, you can see it in their faces,? the mayor said.

Some people at the church thanked him for visiting and generally appeared strong, Ballard added, surmising that ?it?s very clear that they are being guided by their faith right now.?

Still, the mayor added, they might have some tough days ahead of them.

?The next few days are always very, very painful as they come out of the shock of it,? he said.

Syria, North Korea top G8 meeting in London

LONDON (Reuters) - Western and Middle Eastern nations trying to help the Syrian opposition in its war against President Bashar al-Assad will meet in Turkey on April 20, a U.S. official said on Wednesday as G8 foreign ministers gathered in London for a summit.

U.S. Secretary of State John Kerry will attend the meeting of the so-called Friends of Syria "core group" in Istanbul, said the official, who spoke to reporters on condition of anonymity.

The G8 talks, which began in London over dinner on Wednesday and were due to end on Thursday, will also be the first chance for the ministers to discuss face-to-face the failure of last week's meeting in Almaty on curbing Iran's nuclear program.

North Korean threats of war also will be high on the agenda of the Group of Eight nations - the United States, Britain, France, Germany, Italy, Japan, Canada and Russia - meeting.

Britain was expected to call for more help for the Syrian opposition but there are no signs of a major shift in policy.

Leaders of the Syrian National Coalition (SNC) were present on the sidelines of the G8 meeting and were expected to hold talks with those foreign ministers willing to meet them.

During a lunch meeting earlier in the day, Syrian opposition members said they needed more humanitarian assistance and Kerry talked about the importance of the opposition becoming better organized, a senior U.S. official told reporters.

British Foreign Secretary William Hague, in a statement issued after the talks, said Britain was committed to finding a political solution to the crisis.

"We discussed what further assistance the UK could provide to save lives in Syria, and how we could work together to ensure this support was channeled most effectively," he said.

NO PROMISES

The United States, which on February 28 said it will for the first time give non-lethal aid to Syrian rebel fighters and more than double its aid to Syria's civilian opposition, has so far chosen not to provide arms to the rebels and did not make any commitments at the lunch, the U.S. official said.

"He didn't promise anything," the official, who spoke on condition of anonymity, told reporters travelling with Kerry.

During a more than one-hour meeting with Russian Foreign Minister Sergei Lavrov, another U.S. official said there was no sign of any change in Moscow's stance on Syria.

"It certainly didn't sound like they have changed their position a lot," said the official, who added that Kerry and Lavrov's talks on Syria were relatively brief and that the Syrian civil war was expected to be among the main topics of conversation at Wednesday's dinner of G8 foreign ministers.

The radicalization of elements of the divided opposition has tempered the enthusiasm of some Western nations for supporting the rebels militarily. Iraq's al Qaeda wing said it had united with Syria's al-Nusra Front, a kindred group.

Michael Stephens, a Doha-based analyst for security think tank RUSI, said the presence of SNC leaders at the G8 meeting was designed to help the coalition shore up its international legitimacy after the Arab League recognized it as the sole representative for Syria.

"It shows there's a graduated process, where they went from laughing stock to being approved by the Arab League to being listened to by G8 leaders," he said. "There's a groundswell of support that appears to be building up behind them."

France and Britain are expected once again to press the case for amending or lifting an arms embargo on Syria to support the out-gunned rebels and help end a conflict that has claimed an estimated 70,000 lives and displaced millions of people.
