House passes student loans, highway jobs bill

(AP) ? The House on Friday overwhelmingly passed legislation to salvage 2.8 million jobs, mostly in construction, and forestall a sharp increase in interest rates on college loans.

The measure cleared the House on a 373-52 vote and Senate approval was expected shortly. The compromise legislation came as lawmakers scurried toward a Fourth of July recess. The bill also aims at shoring up the federal flood insurance program.

The bill would spend more than $100 billion on highway and transit programs over two years. And it would also prevent a doubling of interest rates on new student loans, which was scheduled to go into effect Sunday.

A deal clearing the way for passage of the bill was reached after Republicans gave up their demands that the bill require approval of the contentious Keystone XL pipeline and Democrats gave way on environment protections.

The development came amid a legislative session that has brought considerable scorn to the institution as a "do-nothing" Congress.

The burst of legislating comes just four months before the November elections, giving lawmakers achievements to show off to voters who have increasingly held Congress in low esteem.

"It's a jobs bill," said Sen. Barbara Boxer, D-Calif., who led Senate negotiations on the transportation portion of the package. She estimated the bill would save about 1.8 million jobs by keeping aid for highway and transit construction flowing to states and create another 1 million jobs by using federal loan guarantees to leverage private sector investment in infrastructure projects.

Sen. Max Baucus, D-Mont., didn't wait for final passage of the measure to claim credit for a share of those jobs. A statement issued Thursday by his office touted the $400 million in transportation aid Montana would receive and the 13,500 highway jobs in his state the money would support.

"I worked hard to make sure Montana had a seat at the table and I'm proud that we were able to get the job done for Montana families," Baucus said.

In the bargaining that led up to an agreement on the package earlier this week, House Republicans gave up their demands that the bill require approval of the contentious Keystone XL oil pipeline and block federal regulation of toxic waste generated by coal-fired power plants. Democrats gave ground on environmental protections and biking, pedestrian and safety programs.

"Critical reforms in this legislation consolidate our transportation programs, significantly streamline the bureaucratic project process, encourage private sector participation in building infrastructure and give states more flexibility to spend limited highway ... resources where they are most needed," said Rep. John Mica, R-Fla., chairman of the Transportation and Infrastructure Committee.

The bill consolidates transportation programs and reduces the number of programs by two-thirds. It also revamps rules on environmental studies of the potential impact of highway projects, with an aim toward cutting in half the time it takes to complete construction projects. And the measure contains an array of safety initiatives, including requirements that would make it more likely passengers would survive a tour bus crash.

But Democrats and Republicans also found plenty to criticize in the transportation deal.

"At least it's not as bad as our Republican colleagues wanted," complained Rep. Earl Blumenauer, D-Ore., who has champion bike and pedestrian programs. "But make no mistake, it is not a bill to be proud of."

The bill would spend about $100 billion on federal highway programs over two years, but puts off the politically tricky decision on how to pay for them after that. The federal 18.4 cent-a-gallon gasoline and 24.4 cent-a-gallon diesel taxes are no longer enough to pay for current spending on highway and transit programs. And two commissions and an array of private sector experts have said the U.S. should be spending about twice as much or more on its transportation infrastructure as it does now.

But Congress and the White House have refused to discuss raising fuel taxes or an alternative long-term source of money. The federal trust funds that pay for highway and transit programs are forecast to be nearly broke by the time the bill expires.

"When the bill expires we face a high cliff from which the program could fall," said Erich Zimmerman, a policy analyst with Taxpayers for Common Sense.

The fuel taxes are not indexed for inflation and haven't been increased since 1993, so their buying power has steadily eroded. Also, cars and trucks today are more fuel efficient and the number of miles driven has flattened, resulting in less gas tax revenue. Since 2008, Congress has three times dipped into the national general treasury to borrow a total of $34.5 billion to keep transportation programs going.

Congressional leaders decided to roll the transportation and student loan legislation into a single bill because, in the short term, they were both being paid in part by changes in pension laws.

Congressional bargainers reached an agreement earlier this week on the $6 billion college loan portion of that bill that would avert a doubling of interest rates beginning Sunday on federal loans to 7.4 million students. The current 3.4 percent interest rate on subsidized Stafford loans would balloon back to 6.8 percent on Sunday under a cost-saving maneuver contained in a 2007 law.

The bill also extends the federal flood insurance program to protect 5.6 million households and businesses. It addresses a shortfall arising from claims after 2005's Hurricane Katrina by reducing insurance subsidies for vacation homes and allowing for increases in premiums.

June 30, 1908: The Tunguska Event

?It was nothing of this earth, but a piece of the great outside; and as such dowered with outside properties and obedient to outside laws.?

In the morning of June, 30 1908 eyewitnesses reported a large fireball crossing the sky above the taiga of the Stony Tunguska (PodkamennayaTunguska) in Siberia. A series of explosions was heard even in the 1.200km distant village of Achajewskoje. Various meteorological stations in Europe recorded seismic and pressure waves and in the following days strange atmospheric phenomena were observed, silvery glowing clouds, colourful sunsets and strange luminescence in the night.

Russian newspapers reported about a meteorite impact based on the eyewitness accounts and the hypothesis of Dr. Arkady Voznesensky (1864-1936), director of the Meteorological Observatory at Irkutsk from 1895 to 1917. International newspapers speculated about a possible volcanic explosion, remembering the eruption of Krakatoa in 1883. However the inaccessibility of the region and the instable political situation in Russia prevented further research.

Thirteen years later the Russian mineralogist Leonid Alexejewitsch Kulik (1883-1942), reading some of the eyewitnesses? accounts about an explosion and a large glowing object, became interested in the phenomena ? there was also the hope to recover precious extraterrestrial metals from the supposed meteorite.
Kulik travelled to the city of Kansk, where he discovered further reports in the local archives. Most stories refer to? large fireballs, flames and a sequence of 14 thunders. March 1927 he arrived at the outpost of Wanawara -then, April 13, Kulik discovered a large area of 2.150 square km covered with rotting logs and almost no tree still standing ? the strange ?Forest of Tunguska?.

Despite an intensive survey, Kulik and his team didn?t locate a single great impact crater as expected, but found some circular pits that were interpreted as impact craters of fragments; however no meteoritic material was discovered in the entire studied area.
In autumn 1927 a preliminary report by Kulik was published in various national and international newspapers, the destroyed forest and the event became known as the ?Tunguska Event?.
Kulik formulated one of the first hypotheses to explain the phenomena and the lack of evidence on the ground, as he proposed that a bolid exploded already in the atmosphere, causing the observed explosion and devastation. Fragments became buried in the swampy ground, to soft to preserve the typical morphology of an impact crater. Also later expeditions in 1929 failed to find extraterrestrial material.

In 1934 Sowjet scientists proposed a variation of the meteorite-hypothesis. A comet is composed mostly of ice, and would be completely vaporized in an explosion in the atmosphere.

The lack of direct evidence generated many more or less serious speculations and hypothesis: The engineer Aleksander Kasantsews formulated between 1945 and 1959, based on the impression left by the first atomic bombs, an unusual explanation involving a nuclear explosion of possible extraterrestrial origin.
American physicists published in 1973 in the journal Nature the idea that a small black hole collided with earth, causing some sort of matter-antimatter explosion.
The German astrophysician Wolfgang Kundt and later Jason Phipps Morgan of the Cornell University in Ithaca and Paola Vannucchi from the University of Florence proposed in the last years an ulterior hypothesis: ?Verneshots?, in reference to the author of the novel ?A Journey to the Center of the Earth?, are supercritical magma/gas mixtures erupting violently from the underground. According to the proposed model in areas with a thick earth crust or composed of resistant rocks (the region of Tunguska is covered by the basalts of the Siberian Trapps) magmatic intrusions and gases tend to build up pressure until the cover is shattered to pieces. Hot gases escape into the atmosphere, causing a huge explosion.

However the most compelling hypothesis remains the impact of a natural extraterrestrial object. This hypothesis is supported by the reports describing a fireball descending on the tundra, sedimentary features (the presence of nanodiamonds, magnetic- and silicate spherules in sediments) and the mapped distribution of the logs.
But there are some inconsistencies ? accounts of a series of thunders are hard to reconcile with a single impact and the recovered sediments are not unambiguous, explainable also by the common background sedimentation of extraterrestrial material on earth.
In 2007 Luca Gasperini and his research team of the University of Bologna proposed a small lake as possible impact crater of a fragment of the meteorite that caused the explosion. Lake Cheko is unusually deep for a region characterized by shallow ponds, formed by melting permafrost. The lake was apparently not reported previously of 1908, however the region was poorly mapped and explored at the time. Also here the proposed evidence is not undisputed as seen in the published paper by COLLINS et al. in 2008.
Only the discovery of extraterrestrial material on the bottom of a lake would (may)be the decisive argument to settle the discussion of the mystery of Tunguska.

Kate To Sleep On Streets To Raise Awareness Of Homelessness In London

The Duchess of Cambridge will soon be spending a night on the streets of London with Centrepoint?s Sleep Out campaign in order to raise awareness of the mounting homelessness problem in the UK?s capital city.

The Daily Mirror reports that Kate got roped into sleeping on the streets by actress Lisa Maxwell, who works for the campaign. Prince William and Princess Diana have both done it before her, and now Kate is following suit.?Maxwell told the Mirror:

?She asked me about sleeping out, so I said: ?Next time I do it, you?re doing it with me. No excuses, he?s done it.? She said: ?You?re on?.?

Once again, the Duchess is showing the world that she is a true class act by doing something for her community. Good for her! What ever will she wear?

With plea, Madoff's brother will enter spotlight

(AP) ? Peter Madoff was the quiet one.

While Bernard Madoff was the face of the investment firm that attracted rich and famous clients with too-good-to-be-true returns, his younger brother kept firmly behind the scenes.

It stayed that way even after Bernard Madoff was arrested in 2008 on charges he orchestrated the largest Ponzi scheme in history. In his 2009 guilty plea, Bernie Madoff maintained that his brother had nothing to do with it ? and for more than three years, his brother stuck to the script.

"Peter Madoff is not Bernard Madoff" is how Peter's lawyers put it when defending him against harsh accusations leveled by a trustee appointed to recover stolen assets.

The younger Madoff is scheduled to emerge from the shadows Friday and plead guilty to conspiracy charges, becoming the only other family member to admit a role in the epic scheme. He will likely be sentenced to 10 years in prison, a small fraction of his brother's 150-year term. He also has agreed to forfeit his assets.

Details of how the 66-year-old multimillionaire decided to agree to a plea deal haven't been made public. His lawyer hasn't commented on it.

The FBI had been suspicious from the start about a man who had worked side by side with his notorious brother for more than 40 years.

Friends and business associates had described the brothers as being very close. Their offices at Bernard L. Madoff Investment Securities LLC in midtown Manhattan were a few feet from each other. Their families vacationed together.

A graduate of Fordham Law School, Peter Madoff was the firm's top technocrat.

He was credited with creating a computer trading system for the firm in the late 1970s and early 1980s that was considered groundbreaking at the time. He ran the daily trading operation while his brother focused on the more secretive investment advisory arm.

He made a good enough living to own a $1.7 million home in Old Westbury, on Long Island, and a Palm Beach, Fla., vacation house that recently sold for $5.5 million.

When Bernie Madoff was arrested, Peter broke the news to Madoff Securities employees. And he was a co-signer on a $10 million bond that won his brother's release.

Through attorneys, he denied any wrongdoing.

But the denial didn't stop federal authorities from moving to freeze Peter Madoff's assets. He agreed not to dispose of his substantial fortune and promised to curtail his personal spending as the investigation moved forward. His living expenses were capped at $10,000 a month.

The court-appointed trustee also went on the attack, accusing Peter Madoff of financing his high-end lifestyle through the fraud.

A complaint filed in bankruptcy court alleged that the Madoff investment business had transferred more than $77 million to Peter Madoff. It said that between 1993 and 2008, he was paid a total of $36 million in salary and bonuses. And it identified other income for Peter Madoff as memberships to country clubs, including Glen Oaks Club in New York and one of Donald Trump's country clubs.

Given Madoff's "level of financial experience and sophistication," the trustee alleged that he either knew or should have known that he reaped gains "derived from purported transactions grounded in fraud and deception."

The trustee also took aim at Madoff's daughter Shana, who once worked as an in-house lawyer at the firm and has denied involvement in the scheme.

"Had Peter, as the Chief Compliance Officer, or Shana, as Compliance Counsel, done their jobs properly, the fraud might have been revealed years earlier," the complaint said. "Either they failed completely to carry out their required supervisory/compliance roles, or they knew about the fraud but covered it up."

Defense lawyers responded by branding the complaint "a sensationalistic attempt to lump together members of the Madoff family and create liability by association." Their court papers claimed the scandal has "left Peter Madoff mired in litigation, and has devastated his family emotionally and financially."

John van Leeuwen found himself facing a country of skeptics when he first tried to raise venture capital funding for his Burlington, Ont.-based green technology company, EcoSynthetix Inc.

?All Canadians are from Missouri,? he said, invoking the slogan from the ?Show Me? state, and that left him no choice but to look south of the border, where investors are willing to accept the higher risk that often comes with big ideas. In Mr. van Leeuwen?s case, the idea was a plant-based, latex product that was a cheaper, environmentally friendly alternative to the petroleum coating found on glossy paper and packaging.

Save for the money he secured from a venture capital fund he himself was involved in, not a cent of Canadian VC money was available to help him bring this idea to market.

That was 15 years ago, but not much has changed. Aside from a brief period of growth in the early 2000s, Canadian venture capital is still relatively small and risk averse ? a reality that is likely stifling the growth of would-be innovative Canadian companies.

While new venture capital investors have recently entered the scene ? notably funds such as Round 13 and Tandem Expansion, which aim to fill a traditional gap in funding for companies in the mid and late stages of growth ? the VC market in Canada is still dwarfed by what goes on in the U.S.

As a percentage of GDP, the VC market in Canada is about one-third the size of that in the United States, according to data from the Organization for Economic Co-operation and Development, meaning that even when factoring in the size of the Canadian economy, companies here have less access to risk capital.

Canadian venture capital funds raised about $1-billion in 2011, roughly the same level as in the previous five years, according to data collected by Thomson Reuters. Comparatively, $18.6-billion was raised in the United States last year.

Mr. van Leeuwen said he tried multiple times to get Canadian VCs involved but found support from Canadians only when American funds took the lead.

?The VC market in Canada is very, very conservative,? Mr. van Leeuwen said. ?We never had Canadian VCs lead a round [of financing].?

It?s hard to quantify risk aversion, but one survey of Canadian and U.S. executives commissioned by Deloitte in 2011 found that even though Americans were more pessimistic in their economic outlook they were more likely than their Canadian counterparts to invest in that environment.

This aggressive attitude of American investors results in more opportunities for entrepreneurs in that country.

?Americans have more access to money so they can place bigger bets,? said Niels Billou, an assistant professor who teaches a class on innovation at Western University?s Richard Ivey School of Business.

Strengthening the venture capital market is key to boosting innovation in Canada, said Alexandra Iwanchuk Bibbee, head of country studies for Canada at the OECD. Ms. Bibbee recently co-wrote the 2012 economic survey for Canada, which identified improvements to innovation as a necessary step in maintaining economic growth as the population ages.

Pension funds and other institutional investors have an important role to play in venture capital, Ms. Bibbee said. These large institutions used to be more active on the scene but have stayed away in recent years because of their experience with labour-sponsored venture capital (LSVC) funds. These funds were popular with Canadians in the early 2000s because substantial tax breaks encouraged investment in LSVCs even if the businesses of the underlying start-ups did not provide returns. When investors started suffering big losses, it made a bad name for all venture capital.

?The VC that is left is focusing on later stage investment, where there?s a little bit of track record and the risk is lower,? Ms. Bibbee said.

One way to appeal to Canadian investors is to have the government partner with them to reduce risk. The government could provide equal capital investment but accept a ceiling on its return, Ms. Bibbee said.

This year?s federal budget earmarked $400-million to support private venture capital and an additional $100-million for the Business Development Bank of Canada, an indication the government is willing to lend a hand.

While the VC market in Canada is already about 50 per cent publicly funded, compared with just 5 per cent in the United States, more government money may still be needed to jump start things.

?We are in a trough,? said Richard R?millard, executive director of Canada?s Venture Capital Private Equity Association and any additional funding is welcome.

Research and development tax credits and incubators are spawning fledgling businesses, Mr. R?millard said, and the need for VC funding is becoming increasingly apparent. Now supply just has to catch up.

(AP) ? Struggling BlackBerry maker Research In Motion Ltd. revealed Thursday that its business is crumbling faster than thought.

The Canadian company posted worse results for its latest quarter than analysts had expected. It's cutting 5,000 jobs and delaying the launch of its new phone operating system, BlackBerry 10, until after the holiday shopping season.

After several delays, the first phone with BlackBerry 10 was expected later this year. It will be delayed even longer, to the first quarter of next year, RIM CEO Thorsten Heins said.

The delay comes as North Americans are abandoning BlackBerrys for iPhones and Android phones. Analysts have long said the new BlackBerrys will come out too late to reverse RIM's fortunes. RIM was pinning its hope on the new BlackBerry 10 system, which is meant to offer the multimedia, Internet browsing and apps experience that customers now demand.

Now it will come out months after a new iPhone is expected to be released. Current and previous iPhones have made the BlackBerry look ancient.

The jobs cuts are part of a previously announced initiative to cut $1 billion in annual costs this year. They represent about 30 percent of RIM's workforce, which is currently at 16,500.

"It is necessary to change the scale and refocus the company," Heins said on a conference call with analysts.

"I fully understand the impact a workforce reduction of this size has on our employees and the communities in which we operate. I assure you that we wouldn't move forward with a change of this size if we didn't think it was critical for our future."

RIM shares plunged $1.38, or 15 percent, to $7.75 in extended trading, after the release of the results. If they hold that level into regular trading Friday, they will set a new nine-year low.

Heins acknowledged that he delivered "a lot of tough news."

"This was a challenging quarter for the company on many fronts," he said. "And I am not satisfied with the financial performance we are reporting today."

Heins had previously vowed to do everything he could to release BlackBerry 10 this year but he said Thursday that the timetable simply wasn't realistic. He said RIM's top priority remains a successful launch of the new BlackBerrys.

"I will not deliver a product to the market that is not ready to meet the needs of our customers," he said. "There will be no compromise on this issue."

He said the company will release fewer models than in the past. He also said RIM will launch a BlackBerry 10 model with a physical keyboard close to the launch of the touch-screen model. RIM earlier said it would come out with a touch-screen model first, but it didn't say when it would make one with a physical keyboard, a feature that many people stay with BlackBerrys for.

RIM previously said it hired a team of bankers to help it weigh its options as it loses market share and its business erodes. Heins said they continue to study those options, but he declined to share those options and said the board would have to approve any changes.

RIM lost $518 million, or 99 cents a share, in its fiscal first quarter, which ended June 2. This compares with a profit of $695 million, or $1.33 per share, a year ago.

Excluding impairment charges, the latest loss was 37 cents per share. Analysts polled by FactSet were expecting a loss of 3 cents.

Revenue fell 43 percent to $2.8 billion, well below analyst expectations at $3.1 billion.

RIM said it shipped just 7.8 million BlackBerry smartphones in the quarter, down 41 percent from 13.2 million a year earlier.

Heins said the company is expecting the next several quarters to be "very challenging." He said RIM is in the midst of a platform transition and faces an increasingly competitive environment. Research firm IDC says BlackBerrys U.S. market share has plummeted from 41.1 percent in 2007 to 3.6 percent in first three months of 2012.

Colin Gillis, an analyst with BGC Financial, said the results and news of a BlackBerry 10 delay is far worse than the horrible news he had already expected.

"When a technology gets old, it's not a slow fade. It's a sharp cliff," Gillis said.

"There is very little market for old technology."

Michael Walkley, an analyst with Canaccord, called the BlackBerry 10 delay dire and problematic in a rapidly changing technology sector.

"The biggest disappointment is the delay of the BlackBerry 10," he said. "It's extremely challenging for them to turn around the business when their new smartphone is launching that late."

Wrong Baccalaureate Results Spark Outrage - Morocco World News

According to the daily Al Massae, hundreds of enraged parents headed towards the Regional Academy of Rabat yesterday morning to show their outrage over wrong results of the Baccalaureate, the high school diploma, that were posted via the Internet. Parents of the ?affected students directed harsh blame at the Ministry of Education for what they considered ?playing with the destiny and future of these students?. According to the wrong results, many successful students were reported as failing. Some students were reported to have received a total grade of 1/20 when they actually received 15/20.

In reaction to this demonstration and several others across the country, a high-ranking official informed the parents and wronged Bac students that the oversight in Bac results must not be blamed on the Ministry of Education, but rather on the Academy, which is responsible for sending Bac students? results to the Ministry for publication on its official website. Nevertheless, the enraged parents insisted that the Ministry itself is responsible on the grounds that the Academy ?sent correct Bac results.

The protesters, Bac students and their parents, were disappointed in the credibility of Baccalaureate results, especially that the same problem is not confined to the Academy of Rabat, but was also reported in several other Academies. Upon hearing their wrong bad or mediocre Bac results, many students became emotionally distressed for fear that this might curtail their enrollment at the college-level institutions.

The data available only reflects the final passing status of the students without further details ?This has led a number of students to have doubts about whether they actually passed or not. Upon hearing about the complaints, the Ministry of Education hastened to shut off its website temporarily until the wrong results are rectified.

Following a phone call to Mohamed El Ouafa, Minister of Education, Al Massae revealed that the minister did not take time to explain the reasons lying behind these errors nor did he promise to look into the matter. In his response, and while taking a defensive position on this matter, he said that his mobile phone is reserved only to talking with high-ranking officials of the Ministry, not Baccalaureate matters. He refused to give any more information.

According to other sources, it is probable that some hackers might have had access to the website and changed all the data. In an attempt to calm down the affected students, the Ministry explained that only the results of the Regional Examinations were miscalculated, which later culminated in wrong Bac results. The Ministry went on to promise take quick action to rectify the results.

Water temperature

Study: Auto Insurance Satisfaction at Highest Point in a Decade ...


J.D. Power Satisfaction with Auto Insurers 2012Overall satisfaction with auto insurers is at an all-time high as customers are saying they?re happier with the types of available policies, according to a new report from J.D. Power and Associates.

Based on a 1,000-point scale, the study said overall satisfaction is at 804 points, a 14-point jump from 2011.

Overall satisfaction levels are at their highest point since the firm?s first U.S. Auto Insurance Study in 2000. That?s despite the fact that 20 percent of the nearly 35,000 consumers surveyed said their insurers raised rates on them in 2011.

Price Becoming More Important, Firm Rep Says

In its latest study, the firm rated customer satisfaction on five factors?interaction, price, policy offerings, billing and payment, and claims?and found that policyholder satisfaction largely increased across all of those factors.

Policy offerings saw the biggest gain, improving by 30 points since last year. Satisfaction with interaction increased 19 points compared with 2011.

?A number of insurance companies place an emphasis on product differentiation in their advertising and packaging of discounts and offerings,? Jeremy Bowler, senior director of insurance practices at J.D. Power and Associates, said in a statement.

Satisfaction with price stayed relatively steady. However, the firm?s studies in the past half-decade show consumers are placing greater importance on finding?the cheapest auto insurance companies?available.

At the same time, the importance of interaction with an insurance company has seen ?gradual erosion,? according to Bowler, who attributed some of the change to economic changes since 2007.

In 2007, interaction accounted for 41 percent of overall satisfaction, Bowler said, but it currently accounts for 30 percent. In contrast, price accounted for 13 percent of ?what really mattered to the customer? in 2007, but has since gained 6 percentage points and now makes up almost one-fifth of overall satisfaction.

Study Finds ?Tipping Point? for Rate Hikes

The study also measured customer satisfaction with rate increases, finding that 1 out of every 5 policyholders in the study saw higher rates in 2012 compared with 2011.

Firm researchers also found that ?$50 is a bit of a tipping point,? Bowler said, with customers who experienced rate hikes higher than $50 showing an overall satisfaction level that was about 8 percent lower than those who saw rate hikes of less than $50.

Bowler also said that hits to satisfaction levels can be mitigated if insurers ?better present that rate increase.? The study found that more than half, 56 percent, of policyholders who had their rates increased were not notified before the renewal notice.

Overall satisfaction levels showed a 61-point swing between customers who had policy review offers and conversations about rates before hikes and those who saw hikes without notice.

Bowler said that insurers could present several options to their policyholders when rates increase, including raising deductibles, adjusting coverage limits and bundling multiple lines of coverage for discounts.

?Whatever the stratagem, having that conversation early is a great salve,? he said.

Rate Increases Lead to More Shopping

Rate hikes push many consumers to shop around, Bowler said, and the firm?s previous studies on shopping habits of auto insurance customers illuminate what insurers face after they raise their prices.

An April study found that, while the rate of customers looking for a new insurer is low, the rate at which shopping policyholders switch companies is at its highest point since 2008.

Another study from the firm, released in May, explored the extent to which websites played into a customer?s shopping experience. That study found that an easy-to-use, accurate quote process on an insurer?s website weighed heavily into how a consumer viewed that company.

how do I back up my MBP to my Windows 7?

I use Carbon Copy Cloner with exHDD for my MBP. It's annoying to have it attached. Is it possible to attach that exHDD to my Windows 7 machine and redirect CCC to back it up on the exHDD via Windows 7? I can already access files on my Windows 7 from MBP and vice versa.

My router doesn't have a USB port. And Windows 7 doesn't show my exHDD when I plug it in. Is it because it's Mac OS X Extended (Journaled) format? I went to Computer > Devices and it's working fine but just doesn't show in My Computer.

Colorado town evacuated as wildfire nears

COLORADO SPRINGS, Colo. (AP) ? A wildfire near Colorado Springs erupted and grew out of control to more than 3 square miles over the weekend, prompting the evacuation of a popular vacation town and the closure of nearby highways Sunday.

At least 11,000 residents of the town of Manitou Springs and nearby communities of Cascade, Chipita Park and Green Mountain Falls were ordered to leave Saturday or early Sunday. The fire quickly grew to more than 2,000 acres amid tinder dry conditions, gusty winds and temperatures that reached into the 90s.

Officials didn't immediately have a count on those evacuated from campgrounds, inns, rental cabins and other vacation properties that were emptied, but an evacuation center set up at a high school housed mostly tourists.

They included Mark Stein of Morristown, N.J., whose family arrived after midnight Sunday at their Manitou Springs hotel for a week of whitewater rafting and sightseeing.

"We were sleeping for 15 minutes when they started knocking on the door ? a day from hell," Stein said of the day of travel. With his wife and 12-year-old son, Stein spent the first night of his vacation setting up cots for more than 100 evacuees who slept at the school.

"I think it's the best vacation ever. This is what the real world is about. There's a lot of people that need help," Stein said.

The fire also prompted evacuations for the west side of Colorado Springs and in the towns of Cascade and Ute Pass, but no structures have been destroyed and no buildings were under immediate threat.

The Garden of the Gods park, which has dramatic red rock formations, was also closed. Pikes Peak, which inspired the song "America The Beautiful" and is the most-visited high-altitude peak in the nation, was completely obscured by grayish smoke.

Officials closed traffic into Manitou Springs, a vacation town at the base of Pikes Peak, and shut down the Pikes Peak Highway, which goes to the top of the mountain.

Hundreds of other residents were under voluntary evacuation orders and were packing up, the Colorado Springs Gazette reported Saturday.

About 350 firefighters were dispatched to the blaze, with more in the way, said Rob Deyerberg of the Fairmount Fire Protection District. But the fire remained zero percent contained as it burned through the night. A plume of smoke from the foothills near Pikes Peak thickened and turned from light gray to brown.

Crews were expected to contend with similarly hot and gusty weather on Sunday. The National Weather Service said temperatures were forecast to be close to 100 degrees throughout much of the state.

Colorado and other parts of the Southwest have become a tinderbox for wildfires as the region faces extremely dry or prolonged drought conditions. At least seven were burning across the state, where officials have been challenged by one of the most severe fire seasons in recent memory.

The weather also helped fuel another blaze that sparked Saturday and destroyed 21 structures near the mountain community of Estes Park. Investigators were determining whether it started in a cabin or as a wildfire before moving toward the homes, according to the Denver Post.

"Even though we lost 21 (structures), which is a huge tragedy, we saved many homes because of firefighters' efforts," Estes Park Fire Chief Scott Dorman told evacuees.

A separate fire continued burning near Fort Collins, scorching more than 118 square miles and destroying at least 191 homes. That blaze has become the largest and most expensive in Colorado history.

Elsewhere in the West, firefighters made progress against wildfires in Utah, New Mexico and California.

? In Utah, about 2,300 residents were allowed to return to their homes Saturday after officials determined a wildfire no longer posed a threat to homes near Saratoga Springs and Eagle Mountain. Officials believe that fire was started Thursday by target shooters. A second major fire has burned 16,500-acres of high desert near the central Utah town of Delta.

? In California, a wildfire about 60 miles north of Los Angeles triggered evacuations of campgrounds around an off-road recreation area on Saturday. Ventura County fire officials said the fire has blackened at least 400 acres in the Hungry Valley State Vehicular Recreation Area, along the Interstate 5 corridor in Gorman.

? In New Mexico, a lightning-caused wildfire that destroyed 242 homes and businesses is 90 percent contained after heavy rain helped crews Friday. The 69-square-mile fire near Ruidoso began June 4. Meanwhile, the largest wildfire in state history was 87 percent contained. It has burned more than 464 square miles after two blazes merged on May 16.

Iranian General: Military Strike Would Be the End of Israel

The deputy chairman of the Joint Chiefs of Staff of Iran?s Armed Forces said on Saturday Israeli military action against Iran's nuclear program would lead to the collapse of the Jewish state, Iran's FARS news agency reported.

Iranian Major General Mostafa Izadi ?The Islamic Revolution enjoys high capability, and if the Zionist regime wants to take an action against us, it will cause its imminent end,? Major General Mostafa Izadi told the Persian service of FARS in an interview published on Saturday. ?Undoubtedly they (the Zionists) cannot do any harm to the revolution and the system.?

Last week's round of nuclear talks between Iran and world powers in Moscow failed to secure a breakthrough, heightening fears Israel might take unilateral military action to curb Iran's nuclear activities.

The two sides agreed to a follow-up meeting of technical experts on July 3, saving the process from outright failure.

Israel's Military Action against Iran Synonymous with End of Zionist Regime

TEHRAN (FNA)- A deputy chief of staff of the Iranian Armed Forces reiterated the country's capability to repel threats, and warned Israel that any military aggression against Iran would lead to an immediate end of the Zionist regime.

"The Islamic Revolution enjoys high capability, and if the Zionist regime wants to take an action against us, it will cause its imminent end," Major General Mostafa Izadi told FNA on Saturday.

The General further ensured that Israel lacks the courage and ability to harm Iran.

"In addition to military capabilities, we also have many other capabilities and possibilities which are way beyond the Zionist regime's abilities and capabilities," he added.

"For instance, the many islands that Iran has in the Persian Gulf have provided us with capabilities to make Iran the superior military force in the region," the general added.

Iranian officials and commanders have warned that any enemy move, even the slightest aggressions, against the Islamic Republic would be reciprocated with a destructive response and will endanger the US interests all around the world.

Israel and its close ally the United States accuse Iran of seeking a nuclear weapon, while they have never presented any corroborative document to substantiate their allegations. Both Washington and Tel Aviv possess advanced weapons of mass destruction, including nuclear warheads.

Iran vehemently denies the charges, insisting that its nuclear program is for peaceful purposes only. Tehran stresses that the country has always pursued a civilian path to provide power to the growing number of Iranian population, whose fossil fuel would eventually run dry.

Both Israel and the US have recently intensified rhetoric against Iran, saying an attack on the Islamic Republic's nuclear site is impending.

Iran has, in return, warned that it would target Israel and its worldwide interests in case it comes under attack by the Tel Aviv.

Iran has also warned that it could close the strategic Strait of Hormuz if it became the target of a military attack over its nuclear program.

Strait of Hormuz, the entrance to the strategic Persian Gulf waterway, is a major oil shipping route.
